Kathleen McFadden, New CDC Administrative Manager/Main Street Coordinator
“Throughout my work life, I have had the good fortune to pursue areas about which I am passionate; now I feel privileged to live in a town which evokes that same level of enthusiasm,” said Kathleen. “I’m passionate about helping people and I’m passionate about Pagosa. This new position offers an exciting opportunity for me to utilize my unique combination of skills to help shape Pagosa’s progress, growth, and sustainability while maintaining its natural beauty and Colorado mountain-town charm.”
Join us in welcoming Kathleen McFadden, our newest team member at the Pagosa Springs CDC! As Administrative Manager, Kathleen will serve a dual role providing communication and organizational support for the CDC, as well as coordinating the Main Street America program for Pagosa Springs.
Main Street America is a national program that helps to promote preservation-based economic development and community revitalization across the country. Kathleen will work with downtown businesses, property owners, partner organizations, and resources to move the Pagosa Springs community from an affiliate member of the Main Street America program to a fully designated member.
Kathleen brings more than 20 years of experience, leadership, and technical proficiency to this new role. She earned a Bachelor of Arts in English with a specialization in Technical Writing from Texas A&M University and began her career as a technical writer. Her work history, which can be summarized as, “she who wears all hats,” includes a successful tenure in marketing and business development for high tech companies including EDS, IBM, and Cybersource, in addition to program development, implementation, and training for different small businesses. In 2019 Kathleen became a Colorado licensed real estate broker and transitioned from a part-time to a full-time resident of Pagosa Springs.
Together, Kathleen and Executive Director Emily Lashbrooke will work on behalf of the CDC and the Town to enhance the quality of life for citizens of Pagosa Springs by creating jobs, encouraging new capital investment, and creating a business-friendly community, all while working with existing businesses to help maximize profitability and sustainability.

Short Term Rental Tax Impact Survey
Recently there has been a citizen-led effort for a Town Charter amendment that creates a short-term rental tax dedicated to workforce housing. See the ballot language below. We would like to hear from our business community how this will affect you and your business.
Ballot Language
“Commencing June 1, 2022, the Town of Pagosa Springs shall collect a Workforce Housing Fee from Short-Term Rentals (STRs) located within Town limits, amounting to at least $150 per month for each permitted bedroom, except no Workforce Housing Fee shall be due when an STR owner resides full-time on the STR property at least nine (9) months of the year. All Workforce Housing Fees shall be dedicated to the creation and sustainability of workforce housing aimed at households earning no more than 100% of Area Median Income.”

Accelerator Program for Entrepreneurs - SCAPE
Spend the day with SCAPE in Pagosa Springs! We’ll kick things off with a featured talk at the Pagosa Springs Community Development Corporation for their membership meeting from 8-9am at the Tennyson Center, coffee starts at 7:30am.
You can then visit us during our office hours at the Pagosa Springs Chamber 10am-4pm, where we’ll be available to answer any questions you have about our program.
We’ll wrap up the day with a meetup happy hour from 5-6:30pm at Riff Raff Brewing with local startup founder, Jon Rosenberg of Cold Case Gear. We’ll learn more about his story and how the SCAPE program can help you with your bright idea.

2021 CEDS Report & NEW Information
Hello Region 9 Board Members,
A big thank you for your support and approval of the 2021 CEDS update at our September meeting. The EDA gave final approval earlier this month. There were only a few recommended edits and we received positive feedback overall.

A Message from Emily Lashbrooke, CDC Executive Director.
A resolution was passed recently by LPEA to adopted SB-107 and this should result in Ryne and Dan releasing the SB-107 ROW notifications for the Pagosa East to West Substation link, and starting the 30 day clock on when PSSGID can utilize these lines to PS2.
Just wanted to share with you some good news from our Broadband Management Office. In 2017 bill SB-107 was passed. The act authorizes an electric utility that has an electric easement on real property or a commercial broadband supplier designated by the electric utility to act on the electric utility’s behalf, after having provided advanced notice to the owner of the real property and to any interest holder in the real property that has requested notice , to install, maintain, or own a broadband facility within the electric easement or to lease any excess capacity of such facility to a commercial broadband supplier. The broadband facility may be installed, maintained, or owned above ground within the electric easement if the facility is attached to the electric utility’s electric service infrastructure. An electric utility or a designated commercial broadband supplier may maintain or own an underground broadband facility within the electric easement only if the facility existed before notice was delivered to the property owner and to interest holders requesting notice pursuant to the act.
